Key Responsibilities
  • Review and prepare plans, specifications, contract documents and references and recommend contract awards.
  • Inspect construction projects to ensure compliance with scope of work, plans, and specifications and identify and resolve conflicts between plan design and field work.
  • Conduct pre-bid and pre-construction conferences and weekly progress meetings.
  • Review and approve project submittals and close-out documents.
  • Collect and summarize data and generate and maintain reports.
  • Interview employees working on-site for contractors to verify Davis-Bacon wage compliance.
  • Monitor project budgets, negotiate and initiate change orders and review and process construction progress payments.
Knowledge and Skills for Success
  • Knowledge of DHA policies and procedures.
  • Understanding of project management principles.
  • The ability to read and interpret blueprints, engineering drawings, diagrams, technical specifications and commercial standards and detect discrepancies.
  • Knowledge of the materials, methods and practices of land development, building codes, building construction and structural rehabilitation.
  • Understanding of applicable laws, standards and regulations relating to construction inspection and safety.
  • Expertise in cost estimation and developing budgets based on scope of work.
  • The ability to prepare bid packets in a timely manner.
  • Skill in preparing and organizing inspection field reports.
  • Understanding of the principles of record keeping and records management.
  • Proficiency in utilizing a variety of business software programs.
  • Excellent verbal and written communication skills.
  • The ability to interact effectively with diverse groups of people.
Qualifications
  • Associates degree in Construction, Construction Management, Construction Technology, Construction Engineering or Architecture
  • Five (5) years of progressive experience in construction, construction management, quality control, cost estimation, contract administration, inspections, architecture or housing rehabilitation
  • Or an equivalent combination of education and experience
